EOF income-orientated funding

EOF - Income-orientated promotion in Bavaria

Income-orientated funding (EOF) is a housing policy funding instrument of the Free State of Bavaria that aims to create affordable housing for lower and middle-income households. The state supports private, municipal and non-profit developers in particular with low-interest loans, grants and long-term rental commitments.

 

Core elements of the EOF:

- Promotion of the construction and modernisation of rental flats

- Rent caps based on the tenant's income group

- Income-dependent subsidy amount: the lower the income of the future tenant, the higher the subsidy

- Commitment period generally 15 to 25 years

- Optional: EOF with combined subsidy through municipal grants

  

Advantages for building owners & investors:

- Long-term planning security thanks to fixed rents

- Interest subsidies & amortisation grants reduce the investment risk

- Attractive subsidy package with added social value at the same time

- Combination with other funding programmes (e.g. KfW, urban development funding) possible

  

For which tenants is EOF intended?

 EOF flats are aimed at people and families whose income is below certain income limits. They are categorised into income groups (EG 1-3). The main beneficiaries are

- Single parents

- Families with children

- Senior citizens with a small pension

- People with disabilities

- Career starters and low earners
